Preheat the oven to 400°F (200°C).
Wash and scrub the potatoes thoroughly.
Poke holes in each potato with a fork.
Place the potatoes on a baking sheet and bake for 45-60 minutes.
Remove the potatoes from the oven and let them cool for 10 minutes.
Slice the potatoes in half lengthwise and scoop out some of the flesh.
In a bowl, mix the scooped potato flesh with sour cream, cheddar cheese, bacon, green onions, garlic powder, salt, and pepper.
Spoon the mixture back into the potato halves.
Sprinkle additional cheese on top, if desired.
Return the filled potatoes to the oven and bake for an additional 15-20 minutes.
Remove from oven, optionally sprinkle with chili flakes, and serve warm.
