Prepare the filling by mixing cream cheese, cheddar, diced jalapeños, garlic powder, onion powder, and salt in a large bowl.
Lay out an egg roll wrapper on a clean surface with a corner facing you. Spoon about 2 tablespoons of the filling near the center.
Fold the bottom corner of the wrapper over the filling, then fold in the side corners and roll up tightly, sealing the top corner with a little water.
Heat vegetable oil in a deep frying pan over medium heat until hot, about 350°F (175°C).
